Looks as though it is an injury probably achieved chasing an animal and looks as though it has caught itself on something rather than a shot! I am sure it has been looked at by a professional person. I woulf hazard a guess and say that nobody will come forward and if proved correct then a new loving and forever home is found.

That mark on the side of his face by his ear looks like he's been shot or is it a bite mark!! At least he is safe now x
