I don't think this is a Labrador. He looks more like a cross. Beautiful boy.

Just spoken with lady at the council kennels. They got a chip but it isn't registered. It is a match for Rico's number. They will call owner. I will move to blue as soon as he goes home. I will also change details so no one rushes to share the page.

The council appear to have this dog. They put up a picture and it's a match with his distinctive looks. I have sent owner a text with the number to call tomorrow.
