Janiejewell, unfortunately this is the way the law works...so however unfair it is right. All the previous owner can do is ask dogwarden/ rescue if they will pass on a message and hope new owners have a conscience.

Sorry I haven't replied soon
Smif was picked up the same day he went missing, he served the time in kennels and then was taken to a rescue and rehomed
I have informed the owner of this sad news who is upset understandably
Smif wasn't chipped sadly so when he was picked up the owner couldn't be found
