I am not sure that police would have access as its more than likely council that have the CCTV. Police do not control the CCTV and often have to ask council or highways to have access- Police will be able to view - ONLY if a crime has been committed- failing that a court order needs to be obtained before anyone else can look - all down to data protection. If a person has CCTV on their property they are allowed to view and can pass it on as long as the details is recorded within their property.
Unsure if you mean owner was shopping and dog got out from home or owner was in a shop with dog left outside and escaped?
I would suggest the area Toby is missing from is carefully checked as very unusual for a blind dog to stray - they have set area by smell so can ''see'' where they are and tend to stay in a set area. Is there any where is this area he could be trapped? Any water / ponds?
If he then got away I would think he was picked up so check local vets and dog warden Esp if not chipped.

Praying Toby is found safe. Have all vets in the area been notified in case he is found and taken into one so they know he is not stray but much loved and being desperately searched for ... ?

There's a found in Swansea. Doglost 113303. Older adult, same colours, no other info. Probably not Toby but just passing it on - we all know how quickly they can travel if they're stolen

Poor, poor Toby. I'm wondering if he definitely got out of the scooter while they were in the shop or if he was stolen. Surely if he got out alone, someone will pick him up so I'm hoping with all fingers and paws crossed for this little chap. They've got him to 19 years old, he's clearly been well looked after. HELP NEEDED - this little dog was with owner in a disabled chair, and got out when owner in shop in town centre.... have rung the above number and advised asking doglost.co.uk to help... i am sure local people would be only too willing to do so. i would if i lived there

How did Toby go missing? Is there any possibility he was taken?
