Check all outbuildings including empty houses, and cellars in case shut in. As he is deaf the best thing to do is to leave as many of his scented items of his as you can, such as his unwashed blanket, soft toy maybe. And of course your scent too. Leave all these in the garden in a sheltered spot, or hang on the washing line if dry; used towels too. Empty contents of vacuum onto the garden, as his scent wkill be there/ Walk around the area holding an object with his scent on, When walking around the area, use the same deodorant/perfume, that you usually use on a daily basis; in fact "Over do it" when searchihg for Dinky. He will recognize the scent, and your are the one he trusts. and feels comfortable with. With cats it is all about scent It is possible that someone is feeding him. Poster around the area, and put flyers through doors too. And ask around.
