I think what may have happened here, and in other case is that someone else has been feeding Billy, and then perhaps that person has gone on holiday or has moved away and Billy has come home for food. A cat posted as lost on Gumtree last year came home after missing for six weeks too,. He look well, and had obviously been fed.
