Hi, Could you contact the foreign chip company? If it is a Polish chip then here is a link to the polish central database. If you click on Kontakt tab it you could send an email to them with the chip details. Just maybe you would get the owners name and perhaps a mobile phone number. If it isn't polish then perhaps you could put the name of the company on the post and someone will track the company down for you.
