Fosterer has not come forward and has not attempted to advertise or reunite the dogs therefore presumed stolen... 'theft by finding'.

such a shame that Lancashire Police or any other Force do not have a 'direct link' with D.Warden , or with DoglostUK , so that All Reported Found & Lost Dogs can automatically be placed on a National Database . - 2018-05-13 20:13 Fiona Monger - Investigations Co-ordinator, Police Liaison

- were Lady & Gizmo 'chipped ?
If so, are there answers to be gained from many ????s of the 'chip company - 2018-05-13 18:00 #stoppettheft
- Thank you CJ. for the clarification , I am sure that there are many many people who are unaware of the 'rules of Finding '. I am also sure that , thankfully, not many of us would Find a Stray & then keep without at least Sharing on Social Media, contacting authorities .
Thank Dogness that the ones who Commit'Theft by Finding' are in the Minority., causing sooo much Stress &💔
I DO Hope that this Evil Person is Named & Shamed & Banned from Owning Pets for a long time . - 2018-05-13 16:39 CJ - Police Liaison & SE Regional Coordinator
- So pleased it's all out in the open...now for this person to allow the chips to be transferred over to the rightful owner.
Keeping them safe - .hmm let them breed is not keeping a young dog safe..far too young for a litter.
As for taking care till owner found...I would like go challenge them to what they did to even find the owner...as far as I can see nothing...you did not report as found to dog warden as required by law...why have them chipped to yourself...? If you are as "innocent " as you try to make out then wont mind answering a number of questions..
It is stated they did report the dogs as found to police - but then they did NOT find the dog - they took it from the finder!! So did you state this to police ?
On Lancashire police web site
I have found a stray dog, can I bring it into a police station?
There are no facilities at any of our police stations to take in stray, abandoned or unwanted animals, for dogs in the first instance you should contact the local council dog warden who can give you advice on what to do next.
Further law on finding a dog..
A dog is a possession in the eyes of the law and must be returned to it’s owner, keeping it is theft unless you follow proper procedures (The Theft Act 1968). Even if you want to keep the dog you must inform the Dog Warden. If the Dog Warden takes the dog from you, ask which Stray Dog Pound it will be taken to.
There are then two options:
You may go the Stray Dog Pound and adopt the dog. Some Stray Dog Pounds allow you to go at any time during the 7 days, give your name and a small deposit to secure the dog and the full adoption can take place on the 8th day. An adoption fee will apply. The dog then legally becomes your possession and the previous owner has no legal claim against you to retrieve the dog. This is the best way to secure the dog as yours.
The Environmental Protection (Stray Dogs) Regulations 1992 (under section 150(2), describes the procedure to be followed where a stray dog is found by a member of the public who wishes to keep it. The procedure is that the Dog Warden must be informed but the finder asks to keep the dog under a “28 day order”. The Dog Warden will issue the finder with a form, the finder signs and returns to the Dog Warden. The finder must keep the dog for 28 days to enable the owner to find it. If the owner does not appear within 28 days the finder keeps the dog. However using the 28 day order does not transfer ownership and in the unlikely event of the real owner turning up after 28 days they have a legal right to have the dog back.Report a stray dog
If you find a stray dog and can’t contact the owner, you must report it to the council.
Keeping a stray dog
You must return a stray dog to its owner if you know who the owner is. Otherwise you must contact your local council.
Tell the council you want to keep the dog. If the council can’t find the owner you may be allowed to keep it. They’ll probably check you’re suitable as a dog owner before you can adopt it.

If you find a stray dog and can't contact the owner, you must report it to the council

I really do not think correct procedures were followed and all this time the poor owner was at breaking point over the theft of her dogs. I hope you can sleep at night as poor owner has not for weeks !!

- Lancashire police have now allocated an officer and they are treating this as theft by finding. The incident number now has a CRN and the officer dealing has been updated with information we have about these dogs.
- 2018-04-06 18:14 CJ - Police Liaison & SE Regional Coordinator
- Council have just rung me to confirm that no JRT have been reported to them as found. They are going to investigate why this was no reported to them as all dogs by law MUST be reported. Finders can keep dogs but MUST inform the dog warden and sign a 28 day retainer. Even when signed the dog is never legally yours ad if an owner comes forward the dog must be given back. Finders have no authority to pass the dog on to any one else.

- Owner advised to take all the information she has direct to police. This is information of people involved. This is theft by finding at the very least. Owner has heartbroken children who want their dogs back, there is lots of evidence to prove ownership.Awaiting reference from police but in mean time changing to STOLEN so can start to share.
