In answer to the last comment I think you will find that the vehicle's registration number has been tampered with or cloned & that is why it is not straightforward.

SO, the police have the video footage, a description of this person who clearly stole Oscar. They even have the vehicle details and registration number. Why the hell isn't this dog back with his family??
