I saw a photo of a pug in cage being offered for sale at Ballinasloe Fair Ireland. FB post from Chloe Lawless. Contact AHAR just in case the pug has been rescued by them. They go into these fairs & buy the dogs to rescue them. They have helped reunite lots of stolen dogs in the past.
