Yet the lovely finder seems to have managed to reunite the dog with owner without going to the dog pound and paying the subsequent fine. Bravo to the finder if this is what happened.

Why did the vet release to finder?! They should at least have taken information of the finder before doing that, I'd be furious with them. Shared on FB and Twitter, get home safe Bear x
