Leigh Dogs Home is not a nice place to be!!!!! Please cross post this to GSD rescue in order this poor soul may be picked up when the designated time is done. GSDR UK have regional area offices. Poor baby!

The found dog may have a Microchip or a Tattoo - please have the dog scanned and checked for a tattoo at a vet's so that owners may be contacted as soon as possible.
