- Gwent police say it’s a civil matter, SWP say different. The pup was taken for malicious intent to cause emotional distress and harm to the registered keeper. No permission was given and although in the eyes of the was it’s civil there is serious concerns about the welfare of Missy. The person who removed her from her home without permission had to be removed from the owners property by police and has left the house in a unlivable state filled with rubbish and dog excrement which was caused by another dog. There are serious concerns about what environment missy will end up living in if she isn’t returned to her rightful owner
