- Well Lily has been home for one whole year now! Shes back to a decent weight and gets on fantastic with my two rescues that we adopted after she went missing. 3 dogs is hard work but I wouldnt change it for the world :)

ID 41113 please can anyone who helped look for Lily also spread word of Billy? I have made him a Facebook page too so feel free to spread word on there, poor Elise is going through so much as you can imagine. - I'm so pleased that Lily finally made it home again. Mind you, I have to say that I used to work for H&F council and none of this surprises me. It was one of the last councils to outsource any of its services to external contractors and it was all so much better run back then, including its dog warden and pound service.

The case of Lilly highlights the need for a better change in the law. News if full of the compulsory microchipping of dogs but this will be of little effect unless more changes also take place at the same time.
The fact Lilly was chipped and scanned did not prevent further heartache as another owner came forward to claim her as missing not knowing the history of her disappearance.
Microchipping being compulsory ( as in the news) is no good without changing the law as well
microchipping needs to prove ownership
Details must be kept up to date
the owner of a dog MUST send some sort of a form to update details or risk a fine-
compare like selling or buying a car it must be updated to DVLA
They must think this law through fully before it goes ahead or will be of no use what ever to further cases the same as LILLY

- I could not believe what I was reading about the chip etc. Absolutely appalling! Truth and justice prevailed. I am so pleased you have your baby back! Well done everyone who worked so hard for this family and their fur baby. It was due to the chip that she was found, despite awful goings on and employees that didn't do their jobs at the chip company. Despite it all, Lily made it home! What a wonderful outcome; welcome home sweet Lily! x

- They have been very very lucky, a family up here in Yorkshire lost their dog(which was chipped)& it was handed into to a council pound who after 7 days sent it to a rescue kennels, who then transferred the chip to themselves(which is completely legal BTW)& then rehomed the dog & refused to tell the legal owners what had happened to the dog
One reason my dogs are chipped & tattooed, it's a criminal offence to not contact the registered owner of the dog via it's tattoo. Also the NDTR will contact the breeder of the dog if the owner is not contactable for any reason - 2012-04-19 15:44 Angus
- I am so happy and relieved that this has been the outcome for Lily and her owners - Its a great shame that the whole episode had not been dealt with more compassion for her owers feelings - but as Nik says that is something for us at Doglost to try and campaign for the future - as like many others I can't wait to see the reunited pictures.

I can see now why the council waited for the other people to come forward, to me it was always going to be this outcome, the power of the chip did win in the end, it was just a case of wait and see. - This is really good news for Lorraine and the family. Only this morning the discussion was what to do next. What is absolutely clear is that DogLost need to ensure that legally, chips actually mean something. - If someone finds a dog it must be reported to the dog warden otherwise the dog can never be legally theirs. Once it has been reported then they may hold onto the dog for 30 days to see if anyone comes forward. Even if they had done this, then surely someone would be at fault for not scanning the dog for a chip. Can't understand why she is not home as it's obvious that she was registered missing and the owners have looked for her ever since. Maybe advice from another solicitor would help. Lets hope these other "owners" can't claim her or have the decency to return her to her rightful owners. Fingers and toes crossed for you!!! xx

Just to clarify the council aren't contesting ownership, they know Lily is our dog. They are covering themselves incase someone comes forward to claim her, they dont want to be seen to have given the dog to the wrong owners. Chipping has proved its worth its just the council that needs to teach itself its true meaning and not have double standards. - If it were me I would have this story plastered across every TV in the country to show this bunch of Burocrats for what they really are. In my job which involves driving my Animal Ambulance I often come across stray dogs and it is a great relief when you find a chip after scanning them. Even greater when the owner still actually exists and you can arrange to return their dog.Whoever has held her for the last 22 months whether innocently or not cannot have taken her to a vets for her boosters etc as surely the chip would have been found then so its my guess they knew she was stolen so I very much doubt they will come looking for her. Just such a shame she has to be held by the council even longer. I am amazed you have managed to be so patient and nice to the council after they have admitted they have your dog. I think I would be screaming at them by now and ripping their place apart. Get back down there in the morning and ask to see the Dog Warden and dont leave until they let you. What can they do Call the Police. Maybe they could sort it for you. Good Luck and so hope this matter is sorted tomorrow and she is back home safely with you.

If it was me, personally I would go ahead, having been through the trauma of having my dog stolen, I would have loved the opportunity to spread the word via media. Though this is different circumstances.
It's not often a national newspaper want to report on our missing dogs, so really have a think how you feel about doing it, get some advise and as I say go with your gut. Weigh up the pros and cons of doing the interview.

- When Louis came to live with us (he was given up to a rescue) he already had a chip. We moved really quickly to ensure that his details were registered to us and we got this changed within a month. If Lily has been living somewhere and they really cared they would have done this too. I hope this nightmare is over for you next week.....will be watching closely (have asked to join fb group too).

- Yes sadly its Trevor who has advised Hammersmith and Fulham council they are within their rights not to let me take Lily home even though their website champions microchipping and states 'Micro-chipping is now recognised as the most effective and secure way of permanently identifying a pet' pah! they are contradicting themselves. Im getting in touch with my MP tomorrow, putting in an official complaint and going to press. They cant ring me tell me to collect my dog then backtrack, lie to us, warn us not to go see her, have security waiting, hide her and move her and now wont tell us where she is! We have done nothing wrong and havent been rude to them once!!! Weve been nothing but polite - I cried and hung up once when someone at their offices laughed at me - but thats it. This is mental torture, my kids dont understand why shes not home and Ive had to lie to them saying she needs to be checked over incase shes poorly, as they sure as hell wont understand why they wont let us have her.

- This is the sad reality of the microchip & the law. The chip does not prove ownership of the dog in law. It's neither permanent not a mark & therefore any"finder"doesn't have to return her to the registered owner of the microchip. Has this been a tattoo it would have been a whole different ball game as a tattoo is both a mark & permanent(cannot be removed without permanent damage to the dog)& it does in law prove ownership

- I know we aren't supposed to put links to websites on this forum so can I just remind Lily's owners that Trevor Cooper based in Kent is a solicitor who deals in dog law including dangerous dogs and ownership cases. He is based just outside Canterbury and is well known in the dog world.

- Lets hope Lily is soon home with her rightful owners. I have checked with Microchip people and in cases where a 'new owner'(by whatever means) wishes to change the details of ownership the Microchip people ALWAYS contact the original owner - so it is NOT a waste of time having your pet micrchipped. In this case it seems to be offialdom gone haywire and few 'jobsworth' people too. However since Lorraine was contacted it is obvious the details of ownership have not been changed - and so clear that Lorraine and family ARE the owners - whoever may have looked after Lily for the last 22 months.
So please don't write off microchiping - it usually is a terrific help in reuniting pets- this is a very unusal and upsetting case.

- If you unwittingly buy a stolen car even if a legit garage you have no legal right to the car. It belongs to whoever it was stolen from, you lose your money and it is returned to original owner.Doesn't matter how many miles its done or how long you have had it.Same should apply to animals.

- This is terrible, poor family, we get our dogs chipped so if anything happens they can get scanned and returned to us, the rightful owners.. ( of course unless the registered family no longer want the dog ) which in this case is NOT the truth.
Sounds like someone has had her then as their pet for a while, but why did they not get her scanned when they aquired her ?

- I have been so frustrated over this one and by owners request moving to found till this is sorted.
We have tried as much as poss to help-
kent police have phoned ( they never had a crime ref number only incident number) so unable to get too heavily involved but have left strict instructions if anyone else puts claim on this dog they are to be informed.
What i cannot understand is that the council are the ones instructing kennels and agree there is NO DISPUTE on ownership YET are making owners wait 7 days incase another owner comes forward as they may have had her for past 22 months!!!
HOWEVER no dog has yet been reported to them as missing PETLOG confirm no contact made to change ownership only contact was DW yesterday and again today when they confirm details held were correct and gave Lorriane as owner!!

I have a feeling that the people who have been taking care of her and have got used to her are fighting this case, to try and keep her. Update for you all. Just been to Windsor they say she's been moved and won't let us see her, The council have contacted a solicitor and are saying they will not let us have her incase the 'owner's' come forward, we have to wait the 7 days. The only good news is Lily is well and healthy. Our poor kids are going to be devastated when they get home from school as they are expecting her :( Thank you for everyones support especially Doglost and a lovely lady from Kent police who are fighting our corner. - I wasn't going to post until tomorrow and had more facts but I just can't hold it in........we had a call today......Lily has been FOUND!!! :) :) :) Im in complete and utter shock, she was found wandering around a building site in London, is healthy and fat!!! The dog warden came, scanned her and rung us - I was out but my husband took the call. She is with the dog warden tonight (theres no out of hours number to call otherwise she'd be here with me now!) and we can get her tomorrow!!! Wow wow WOW!!! Thank you all so so so so so much for all your help and support, it goes to show NEVER give up hope, I had to wait 22 months but tomorrow I will be bringing Lily home....many photos and videos will no doubt follow!

- I rung the chip company just to check my contact details and it seems she was never flagged as stolen - I am LIVID! There was only a message in the notes. Can everyone please ring their micro-chip companies and make sure your details are up to date.

- we know that dogs from welsh pounds are picked by every tuesday by last chance and have alerted owner by phone to a new cavvie on site today- im not saying thats the same dog but i think well worth a visit.

- Our poor Lily is still missing, don't think we'll ever be getting her back now. Was going to start afreash with posters but have been discouraged by family members saying its not worth it as the only way she'll turn up now is if she gets scanned at the vets - good point.

- Please don't get to down, and don't give up hope, Lily will turn up, keep checking your dog warden, because, if gypsies have her, when they move on they mostly dump them and she will be picked up also go to your RSPCA and keep the posters going good luck

- Unfortunately theres still no news on our Lily :o( Alot of dogs stolen in the area have ended up at the local traveller site but we've been up there twice and its not as if we can search the place. - No news or sightings at all. but Lily has been featured in this weeks Edenbridge county paper.So bumped her page for maximum cover. Lets hope this brings a sighting or lead to bring Lily back home. Many posters have gone around which did just result in a phone call today stating they had 2 KCS for sale and did they want to buy one!!!!

- No sightings at all. unable to report to sevenoaks council dog warden as no system to do this ?? there should be out of hours service so unsure why not able to do this. i will send email to make sure picked up monday. Advised owners to poster poster - use any local stables as area is semi rural and lots of feilds once this dog leaves main villalge roads.
