After alot of detective work I have managed to track down the owners and they picked him up last night.

Just spoken to a vet nurse at the practice. Dog warden etc has been notified and the dog was taken to the vet nurse's home last night and will be again today.
She's going to try to get a photo to us as soon as possible.
