Owner needs to contact DW, vets, poster asap. Check sites on the internet. Visit the dog pound. Speak to local farmers (if fields) hand out flyers. Speak to dog walkers. Post flyers through letter boxes. Speak to the postman. Contact chip company (if chipped) put an ad on the radio and in the paper.
