Hi this Dog hasn`t been reported to NCC, I believe the dogs name is clyde and has the owners details, so if the person holding this dog could report it to Norwich city council on 0344 980 3333 we can return clyde back to his owner. Many Thanks

I think this is the one being asked about on twitter by @carlostomy, I have tweeted (I think that's the right terminology ) to let him know it could be the same one, if so the dogs name is Clyde. Fingers crossed
