He definately was with the council so not roaming anywhere. I have left the owner a voice mail but he was due to collect him today.

Thanks Kirsty for your post on FB, I have phoned the owner and he heard last night at 8.30pm his dog was with the council but they won't let him collect till Monday :(
He should email in when he has collected him so we can move to reuntied.
