I saw a post from a lost and found page about suspicious sales on a website called dragon driving.
Then I was this lost dog straight after, there was a few including a Chihuahua. You may have seen the website before but I would have a look.

- Hiya, apparently lots of Chihuahua's rescued from the raid on Shotton Puppy Farm. It may be worth contacting the RSPCA and checking that Romeo isn't amongst them.Fingers crossed he's back soon x
