Hi, me again! I have heard back from the Dog Warden site and they have confirmed that they believe it was Runcorn Police who picked the dog up. They have collected the dog from the Police Station and have said ' It will be held with us for 7 days at our private kennels and then if not claimed, will be assessed for rehoming. If any one contacts you thinking this could be their dog, please ask them to contact us.' x

I have been advised that it could have actually been the animal wardens that picked this dog up last night in their van, so I am trying to establish if it was the wardens or the police. I have contacted the animal wardens and I am awaiting a reply. The two gents who picked him up looked like police, but I do not know the uniform of the dog wardens. My apologies for any confusion.
