I have heard back from the kennels and sadly not a match for Rags x
The found dog doesn't look like there is enough white on the chest and legs to be Todd but I have sent her Dog Lost page to the kennels to double check.

Oh, how I would love it to be my Ragsie, but I don't think there is enough white, and I don't think the head is quite right - close enough to ring them, but I didn't see this til gone 5, they say I have to ring on Tuesday, they are now on emergencies only, haven't got a dog warden, and don't know where the dog might be kennelled. So I'll do a bit of internet searching, rather than packing and leaving for Norfolk
