Hi, I don't know if this is useful information, but a dog walker friend of mine said he had a phone call yesterday asking if he had lost his dog (he also has a bichon), because a friend of his had seen one wandering around by itself around the Anglican Cathedral area.

It might be worth calling the city centre vets such as the uni one if you haven't already? That's probably where I would try to take him if I found him in town! https://www.liverpool.ac.uk/small-animal-practice/
