Brandon - If the dog was chipped to old address then regardless of papers, that's perhaps why he went to your mams. Hope you manage to sort this out amicably.
Brandon
No it hasn't gone too old owners it's gone too my mum who always wanted my dog and she got me arrested and then said I didn't bother looking for him etc, he was well locked after because he was my dog, I've got the paper work for him but I want too know how he was released too her without paperwork and how come she now had ownership of my dog somehow, I can't get him back for some reason

This dog is no longer in Council custody.

It does sound like this is a civil dispute and would need to be sorted out by both new and old owners

Brandon
