Is it obligatory to report to Dog Lost? I don't think it is. If the dog was microchipped and that up to date the owner would have been much easier to contact.

Hello there, would it be possible please to find out whether the finder gave a reason for not reporting this dog to you on 11th when it was found (rather than 15th) as updates are showing re-homed already (16th) before an owner can be found xxx
